Nobody carries a shield in Shogun, so archers rule the roost. In the early game prioritize unlocking light cavalry. Spear walls in siege defense battles are also brutally cost efficient. They are tactically inflexible and have trouble being aggressive (like attacking a hill) so you want Samurai eventually, but you can get by for a looooong time with Yari Ashigaru.
